		<description>Private members' clubs are open only to members and their guests - a lot of the Conservative/Labour/Liberal clubs are like this and I think it's dodgy on legal groups at the very least to allow people in the club who aren't a member or signed in by one. As they're not "public" (strictly speaking you can't just walk in and order a drink at the bar, though I don't know how well that rule is actually enforced), there was an option to exempt them from the smoking ban.

As for what the ban means: you can't smoke in enclosed public spaces. That includes pubs, regardless of whether they sell food or not, private members' clubs, normal clubs (M2, The Ritz etc), cinemas, probably UMSU (hurrah!) etc.</description>
